These discussion groups are called newsgroups and are operated by an Internet service called Usenet.
Unlike E-Mail, which allows person-to-person communication, Newsgroups is a "many-to-many" communication method. The Usenet News protocol allows for messages (called "articles") that are posted in a newsgroup to be viewed by all users who "join" the newsgroup.
